How do I acquire permanent resident status in Cyprus: 2 options and eligibility
To understand how to move to Cyprus for permanent residency, you need to know that there are two options:
- The usual way (the application review process takes up to 1 year);
- Fast way (Fast-Track Option, obtaining the status in 2 months).
For investors, these methods will differ by the amount of investments.
1. Permanent residence permit (regular option)
With this option, you can obtain permanent resident status in Cyprus through investment by following the standard procedure, and the status will be granted to you 1 year after.
The conditions are as follows:
- You buy or lease real estate. Then, your application is approved by the Civil Registry and Migration Department in Cyprus depending on the amount of investment — the less financial responsibility you have, the less likely you are to receive a permanent residence permit. Generally, approval is guaranteed for purchases of real estate worth over EUR 150,000.
- The real estate you purchase may not be rented out — you must live in it.
- Your foreign annual income must be at least EUR 10,000, plus EUR 5,000 for each family member.
- You are not allowed to work on the island, but you can start a company in Cyprus and receive dividends from it.
- You may decide not to live in the country, but you must visit it at least once every 2 years.
- To acquire citizenship, you will need to live in the country for 7 years, as well as prove a connection with the country — for example, be a tax resident and have a place of residence.
2. Permanent residence permit under the expedited programme (Fast Track)
In addition to the standard procedure, there is also an expedited one. According to it, you can obtain permanent resident status in Cyprus through investment in just 2 months.
Here is what you need to do to be eligible:
- Buy property in Cyprus from 300,000 €. Of this amount, 200,000 € must be paid even before the application. The amounts are shown without VAT, and the income must be transferred from abroad.
- Properties to be purchased must be one or two houses or apartments; a house or apartment and a store of up to 100 m²; a house or apartment and an office of up to 250 m².
- Only the primary market is suitable.
- You cannot work on the island but open a company and receive dividends from it.
- You do not have to live in the country but must visit at least once every 2 years.
- To get citizenship, you must live in the country for 7 years, be a tax resident and have residency.
- An apartment or house you buy cannot be sold. It must be owned for the duration of the permanent residence permit. If you need to sell, you must buy a new one instead of the old one for at least the same amount.
Permanent residency in Cyprus under the expedited procedure
In addition, the Cabinet of Ministers of Cyprus has adopted new rules for issuing residence permits, which came into force on May 2, 2023, giving the process a certain uniqueness. According to these changes, the residence permit requirements have become stricter. However, some parameters remain the same. The new criteria in the regulations include the following changes:
- Level of annual income: a yearly payment of 50,000 € per applicant is now required to obtain a permanent residence permit. Previously, the threshold was 30,000 €.
- Additional costs for children: the new rules establish that minor children now require an annual cost of 10,000 € per child (previously, it was 5,000 €). In addition, for adult dependent children under 25 years of age, 10,000 € is now required, and for a spouse, 15,000 € (previously 5,000 €).
- Proof of income and ownership of real estate/company: applicants must prove annually that their annual income meets the established level and provide evidence of ownership of the real estate or company acquired.
- Parental Restriction: the applicant’s parents and spouse can no longer apply for a Permanent Residence Permit. The permit is granted only to the applicant’s immediate family — the marriage partner and dependent children, including adult students between 18 and 25, provided they have not formed their own family and are financially dependent on their parents.
The Minister of the Interior will review applications for investment residence permits, and a state fee of 500 € for the applicant and 70 € for each dependent is charged for each application.
The option you choose depends on your financial means.
Suppose you plan to obtain a permanent residence permit in Cyprus for an investment. In that case, it is also essential to consider the following points to go through the procedure successfully:
- The funds for the investment must come from the bank account of the principal applicant or their spouse, provided that the spouse is also included in the application as a dependent.
- The applicant’s annual income can only be verified through their tax return from the country of tax residency. This assures the authorities that you have a stable and sufficient income.
- All adult applicants must provide a certificate of no criminal record from their country of origin and their country of residence if they are different. This is required to verify your reputation and safety.
- All family members must provide a health insurance certificate for inpatient and outpatient treatment. This ensures that you and your family can access medical services in Cyprus.
- The property you purchase must be used as your residence and have enough bedrooms for all family members. This requirement ensures adequate living conditions for all family members.
Once your application for a permanent residence permit has been approved, you will be required to submit documents annually to the Department of Vital Statistics and Migration to confirm the following:
- Preservation of investment;
- Having the necessary income for the whole family;
- Having health insurance or participation in the government health care system (GESY);
- Up-to-date certificates of criminal records from all adult family members.

Permanent residency in Cyprus through investment: what types of real estate and investment objects to choose?
Real estate is not the only way to acquire permanent resident status in Cyprus. There are 4 investment options:
- residential real estate;
- commercial real estate;
- land (shares);
- shares.
Residential real estate must necessarily be primary. When buying multiple properties, the standard VAT rate is 19%, and developers may differ. Previously, when purchasing the first and only home for yourself in a new building had a reduced VAT rate of 5% on the first 200 m². Area. However, in April 2023, the Cypriot government introduced a bill on the new VAT rates on purchasing real estate in Parliament. Housing will now be categorized, and the 5% rate will apply to the first 90 m² for apartments and 170 m² for houses. All other areas will be taxed at the standard rate of 19%.
Commercial real estate may include several facilities from both the primary and secondary markets. Such facilities include stores, offices, and hotels.
Land shares may only be purchased from Cypriot investment funds, but these must only be collective investment funds like RAIF, AIF, and AIFLNP.
Shares (investment in the business) must be held by a company registered in Cyprus and employing at least 5 employees who are local Cypriot residents.
Thus, you can choose any attractive investment object, however, in each case, the investment amount must be at least EUR 300,000, excluding VAT.
Usually, buying real estate in Cyprus is easier and brings a return on investment at 8% per annum.
Requirements for the applicant to move to Cyprus for permanent residency
Buying a flat or an office in Cyprus is not enough to obtain the status. The Cypriot authorities also need to make sure that your investment funds have been obtained legally. Therefore, you will need to prove their origin and convince the authorities that you have a stable high income and registration on the island.
The requirements for you as an investor:
- You can only invest money earned abroad.
- You need to prove that your source of income is legal.
- You and your spouse must have no criminal record.
- You must keep 30,000 € on deposit in any bank in the country for 3 years.
- You must earn 50,000 € per year from abroad for yourself, 15,000 € for your wife/husband, and 10,000 € for each of your children.
- You are not entitled to employment and you and your spouse will have to acknowledge this in writing in the form of a statement.
- You must have a registered residence address. Even if you have invested in shares, you still have to buy or rent a flat to register your place of residence. In this case, there are no requirements for the price of lodging.

Who else can acquire permanent resident status in Cyprus with you?
You, as an investor, as well as some members of your family, can move to Cyprus for permanent residency:
- your spouse;
- your minor children;
- your children under the age of 25, university students who have not been married, and who are financially dependent on the applying investor;
- your child of any age, including an adult, if he/she has any physical or mental impairments.
A list of family members who can acquire permanent resident status in Cyprus
All of the above persons may inherit the right to permanent residency. However, future spouses of the investor’s children, as well as grandchildren, will not have this status — they will need to apply for a temporary residence permit.
What documents are needed for permanent resident status in Cyprus?
You can apply completely remotely, the list of documents for Cyprus will be the same whether you apply personally or remotely:
- Filled in the MIP1 application form.
- Document confirming bank transfer of investment money from abroad.
- Purchase/sale agreement, title documents for real estate or documents for the purchase of shares for the amount of EUR 200,000 excluding VAT.
- Confirmation of permanent income from another country for the required amount for the applicant and his/her family members.
- Certificate of no criminal record.
- Statement of waiver of employment on the island for you and your spouse.
- Copies of travel passports, curriculum vitae, marriage certificate, and birth certificates of children.
- All documents must be translated into English and include an Apostille.
- Payment of a single duty of EUR 500 for yourself, your spouse and children under 18 and a registration fee;
- If needed, an additional payment of EUR 500 for each of the children aged 18-25 and parents applying for a permanent residence permit.
You can submit this entire set of documents personally or through a representative, or by mail to the Civil Registry and Migration Department.

Procedure for obtaining permanent resident status in Cyprus
